Why won't iOS connect to unsecured networks?

Looks like the problem may have been cured by the latest upgrade to iOS 11? I have only tried once since then - the unsecured WiFi network in Côte Brasserie - but it loaded Safari webpages ok and I was able to post a comment in Facebook.

I read that 11.3 was going to give people the option on speed/battery but there is no reason they couldn't have taken the brake off in this, the latest release, but not yet added the user switch to Settings.

That article says that turning off 'Automatic Updates' will stop the iOS update from downloading. In my experience this is NOT true. I have never had that option switched on and iPhone and iPad both download the iOS update to the device whether you want it to or not.

A hard reset didn't work, thanks for the tip though. A pain trying to type in my password to disable find my phone with sign into icloud popping up every keystroke ! but deleting iCloud from the phone seems to have done the job.
