I'm trying to clear some memory on my 32Gb 3GS in preparation for getting a 16GB 5S. So I connect to iTunes and start deleting various Apps. The memory slider reduces satisfactorily until it's down to around 14Gb.
I click "Apply" and as it syncs, memory goes back up to 18Gb.
What's going on?

Not completely sure but you can delete apps on the iPhone without iTunes. I'd delete on the iPhone down then back it up. It sounds like iTunes is syncing the stuff back on.
Just an observation, 16GB is a bit light, especially after having 32GB.

Have you got a lot of photos in the 'Recently deleted' folder which actually haven't been completed deleted?

Oh yes it's a 3GS, it won't be running the latest iOS will it.
