Synced Photos On iPhone

I have my Mac's Photos Library synced to my iPhones. On my 3GS, I have 5690 photos taking up 1.8Gb of space.

As my new 5S is only 16Gb I've only synced 5435 of those photos. However, they take up 5.32Gb. Why?

Is there a setting to synch low(er) resolution versions of photos? A setting that you had checked for the older phone, but not the 5?

There's the option to do that on the 5 with iOS 10, but only if iCloud Photo storage is enabled. There's nothing enabled on the 3 though. On the original iPhone I seem to recall that only low res copies synced from a Mac to the iPhone. Perhaps they've upped the resolution since iOS6.

It would seem that photos are synced across to iOS devices at a resolution that matches the device's screen resolution, hence the increase in amount of memory taken. :x
