But that's the point – "Device shutdown = off mostly

It's the "mostly" which can be of concern, but this is an old subject and I think we've just got used to the idea that we're being tracked (for instance) even if the phone in our pocket is OFF (shutdown).

It is an old topic, but...
is the phone really sending signals to the cellular towers when shut down?
"It's still reporting its presence to the network via occasional Pings."

I can understand some circuitry remaining active even when shut down, but signals to the towers?

No, cell radios are not working when the device is shutdown.
