Why won't iOS connect to unsecured networks?

Looks like the problem may have been cured by the latest upgrade to iOS 11? I have only tried once since then - the unsecured WiFi network in Côte Brasserie - but it loaded Safari webpages ok and I was able to post a comment in Facebook.
