When I receive calls on my iPhone, sometimes I get Accept or Decline options and sometimes all I can do is accept the call.

Why would that be?

The reason apparently depends on whether the iPhone is locked or not. If it's locked, you get the "slide to answer" option. If it's not, you can "accept" or "decline" the call. You can always tap the power button twice to decline.
