If you swipe up in 12 while in an app you get the dock and then open apps, as you describe. What you don't get now is the bit with the controls like brightness, volume, Bluetooth, wifi and so on. These now have a place of their own (on iPad) with the swipe down from top right.

Seems an unnecessary change to me.

Me too, but I'm sure they have their reasons.

Probably all to do with the lack of Home button on the iPhone X/XS/XS Max and the rumoured new Home-buttonless iPads.

Of course you don't but the UI on the iPhone X is different to the iPhones and iPads with a Home button. Things have changed so I assume Apple are echoing the changes within iOS12 as a whole.

iOS 12.1, WatchOS 5.1 and TVOS 12.1 are here.
They installed quickly. Nothing broken (time will tell).

So I read this morning. Mine went OK, but after it finished, I put it on and the Apple logo came up and the outer circle refilled before it fired up. I thought it odd at the time but as it worked, paid it no mind.

I see WatchOS 5.1.1 has been released. It is said to be 'safe' and is for those who were concerned about 5.1 breaking their Series 4. I'll get it later today, even though 5.1 was OK for me.

iOS 12.1.1 is out.
I've done my iPad, iPhone, HomePods and TV. No watch this time, it seems.
