If you use Keyboard Dictation, Voice Control isn't intelligent enough to turn its own dictation off.

In Chrome I spoke a 3-word search using Keyboard Dictation and I got:
travelling wave reactor traveling wave reactor

Just using Voice Control, I got:
traveling wave reactor

I can already hear you say, "Well why bother using Keyboard Dictation - just use Voice Control!"

The sharp-eyed among you will see why not. My iPad is set up for UK English, and K.D., Siri, etc, delivers exactly that. However, the ONLY English available in Voice Control is US English. So there must surely be a way to have Voice Control but switch off its dictation feature?
