Ok, bear in mind that I'm a pretty new smartphone user. But...
I made a call the usual way, and it ended with the recipient saying "Give me a minute - I need to call you back". So we ended the call and I sat staring at the number pad (phone) screen waiting for his call.
Sure enough, about a minute later, the phone started vibrating. But no 'Accept' button appeared on the phone screen! So I stabbed repeatedly the green button that you use after dialling to start a call. Nothing.
In the end, I waited for him to give up, and dialled him straight back, and got through. But... please tell me.. you're on the phone (number pad) screen - which is "Phone Central" to me - but how do you answer an incoming call if there is no 'Accept' button?????

You don't need to be in the 'phone screen. but if you are, the green 'answer' button should work. The green slide to answer one is when it is locked.
Also, there are no stupid questions. Only stupid answers.

I was not doubting you, hence the use of "should". But there is no need to stay on that dialling screen or in the Phone app.

Just a thought...
I've seen folk 'stab' areas on iPhones/touch screens expecting them to work. It should be more of a tap or touch. Don't be frightened of it. Tap it with confidence, but don't stab it, which I take as a very quick gesture, that the screen may not recognise as a definitive touch.

Just so you understand: your phone is, first and foremost, a phone. No matter what app you might be using. when a call comes in, the phone app responds. As long as the device is on. And, while engaged in a phone call, you can use/engage–in any other app. The phone call is not lost – even when another app is active. You can continue the conversation.

I expect it was the new tiny drop down notification that appears at the top of the screen? Has a little green button to tap?

You should have had one of these two screens appear when the call came in. This small banner at the top of the screen is now the default for iOS. Tap the small green button at the top right hand corner to answer. But you can change it to the old default full screen, which is the phone app taking over the screen completely so you then press the big green 'Accept' button at the bottom. You should have seen one or the other.

To change this go to Settings ▸ Phone ▸ Incoming Calls and chose your option.

I use the full screen option myself. Whilst I understand why Apple introduced the small top banner (it doesn’t stop you doing whatever you are doing but does alert you to a call), I found it more difficult to answer a call.
