Ten years ago, New York sorted out it's crime problem by adopting a zero tolerance policy. They stopped kids drinking and hanging out on street corners and that stopped the anti-social behavior escalating. Nip it in the bud, so to say. Why don't they do that in England/Ireland. Atm, there are some kids hanging around on the street outside my house. They are not being troublesome really - drinking, kissing, etc but they are loud. It's almost like they own the street and can do anything they want. I don't want them to be arrested or anything like that but they should know that it's not acceptable to be shouting like that in the street at any time, let alone midnight. When is someone gonna say stop?

Pretty much, compared to where it used to be.
Rudy Giuliani brought in the policy which involved the police overlooking no small crimes such as dropping litter, spitting in public, loitering, drinking in public and really minor stuff like that. The effect was lower crime figures. Now, whether those people doing crime simply moved to New Jersey, or actually stopped causing a nuisance because they had the feeling they were being watched no matter what they did, it had the desired effect and crime did indeed fall.
