I think the main difference between the US and North Korea in this case is the US Constitution.

I suppose on average the weights of the individuals taken together would be normal (take one over-weight American, and one underweight North Korean, and end up with the average weight of a standard human being. Apparently the average Brit is now the most overweight in Europe so I guess it would work there too.

Something about this story smells a little fishy to me.
I grew up near Cincinnati, and have flown in to and out of their airport a number of times. Cincinnati is build on the side of a very steep series of hills. That is why the airport is in Kentucky. Although it does have international flights, it would probably rate near the bottom as a security risk. Kentucky is a very rural state, with only two major cities. Terrorists are not likely to target the wildlife population of the state of Kentucky. I seriously doubt there are any scans or pat-downs of incoming US citizens at the Cincinnati airport. For that matter, the serious security measures happen BEFORE you get on the plane, not when you are getting off.
If it did happen as the guy states, I don't consider it any great feat, considering the airport. Wonder how his story would have ended had he tried that at a real international airport like O'Hare in Chicago, JFK in New York, or Los Angeles International.
