The intended outcome behind this Bill is not lost as such. The Ministry of Justice have an alternative in the form of an amendment to the Policing and Crimes Bill, which was announced last Thursday.
This isn't me excusing anything. I'm just posting the link in case the reason for defeat was missed.
Let's hope something gets sorted. I don't know enough about either option to comment further.
